Default Publisher Cannot Open the File

My client has a a computer that receives the message "Publisher Cannot Open
the File"

1) All other client computers on the network can open Publisher files just
fine from network resource (SBS 2003R2)
2) Computer with issue has been completely reformatted and fully patched
with same result (Publisher Cannot Open the File). Copying files to local
desktop does not resolve issue either.
3) I applied hotfix from kb972566. No luck.
4) Tried registry change of "PromptForBadFiles". No Luck

Some folks that have had problems have run the Detect and Repair in 2003 with

Default Publisher Cannot Open the File

Michael - I have exactly the same problem - I have taken ALL of the steps
listed and still receive the same "Publisher cannot open the file" error. I
can, however, open the file from Publisher 2003 but saving with a different
name or in a different folder do not defeat the problem. Is this going to be
fixed by Microsoft some time soon?

Michael has Publisher 2003. What version Publisher do you have? If you have
2007: Did you install the hotfix after you installed the Service Pack?

Have you tried Office Diagnostics in the Help menu?

I am using Trend Micro Worry Free Business 6.0 (not Norton)

I have copied files to the desktop from the network, I have given full
administrative rights to the user with "Full Control" to the files as well
with no success.

I will try office diagnostics next, but the fact this was a completely
reformatted machine (due specifically to this issue) leaves me little hope.

I have experienced the same problems after installing Office updates. Have
followed the procedures described including running the hotfix with no
success. Any further suggestions would be greatly appreciated.
