I received a PT .pps file in English version BUT were originally created using Arabic version of PT. Everything except the Menu bar
and English texts in the show are inverted or reverse horizontally --- especially the Outline and Slides tab are at the right side
and Slide Sorter too, etc.

Can we change it?

You can probably fix it with this one line of vba!

Sub swap()
ActivePresentation.LayoutDirection = ppDirectionLeftToRight
End Sub

-- If the text / bullets are also reversed see here :
http://www.rdpslides.com/pptfaq/FAQ00797.htm

Did that answer the question / help?
