What version of Publisher?

Maybe the following steps will
be your answer:

Tools / Options / Edit tab...Uncheck...
"Automatically hyphenate in new
text boxes" / OK

Default can I prevent words from hyphenating when I justify a paragraph?

Tools, Language, Hyphenation for the current publication. If you never want
hyphenation automatically, Tools, Options, Edit tab.
