Default Changing colour of toolbars in 2003 using Vista

Is it possible to change change colour of toolbars in Outlook 2003 (and
other office products) using Vista? Mine are an annoying blue colour and
like to change them.

Trying to do this as per your link (see below), "tab Compatibility" is not
shown on my shortcut, I have only General / shortcut / Security and details.
I also have this annoying blue in excel and word!

Default Changing colour of toolbars in 2003 using Vista

That is indeed the case for certain shortcuts. In that case you can either
recreate the shortcut to outlook.exe or set the changes directly on
outlook.exe in the installation folder.

I located "Outlook.exe" did right click mouse, got properties and still no
tab for "tab Compatibility"

Not doing well here!

Are you in a home or corporate environment? This feature could have been
disabled by your corporate admin.
You can set this option even as a standard user.
