Default Outlook 2007 - all day events disappear when scroll bar doesn't show

Is this a bug? I usually have my calendar setup as 60 minute
increments. I also have Tasks showed at the bottom. I noticed that if
you make the Task pane in Calendar view just one more increment
smaller (just 1 before it's minimized), all day events disappear from
the top. It just gets replaced by arrows pointing downward in each day
of the week. The range of the time is now 12am to 12am with no scroll
bar on the right.

But if I increase the size of the Task pane back 1 more increment
(original size) and my viewable hours are just 23 hours (I have to
scroll up and down for the other 2 hours whether 12-1 am or 11-12pm)
my all day events show back at the top. I know that 1 hr might just be
insignificant, but I'm surprised a little thing like this makes the
all day tasks disappear.

Anyone else notice this? I reset all my outlook settings to see if it
was an accidental change I did. But that's when I realized that the
all day events disappear when the vertical scroll bar on the right
disappear.
