Default how to stop people who are cc'd in email from seeing attachment

Is there a way to stop people who are cc'd in emails from seeing an
attachment within the email? I only want the person i'm sending the message
'to' to see the attachment.

No way AFAIK - the only way is to send a separate email without the
attachment...

All recipients are sent the SAME e-mail. If you want some recipients to
get a different e-mail than other recipients then you have to send
different e-mails.
