What errors as before? You did not post the errors.

Anyway try the following instead of what you have it might just work like magic.

Outgoing Mail Server (SMTP): smtp.out.secureserver.net

Default Can receive all emails, but cannot send any!

I try to send something, it puts it in my outbox and it sits there. When I
click on the email it says "Can't open this item. Outlook has already begun
transmitting this message" but it sits there for days and never sends.

I don't know if it is authenticating. I don't think it is because I can
never get a test message to send. My outbox is empty so everytime I
scnchronize, only my inbox gets filled with new messages.

Perhaps the following could help if you're using Outlook 2007 with a POP3
mail account.

The key difference is the need to set the outgoing SMTP encryption to “Auto”
rather than “SSL” as you might expect to be the case if you’ve previously
setup Outlook 2002 or Outlook Express to work with POP3 accounts.

To Set Up or Edit the Email Account settings in Outlook 2007 to Send and
Receive to a POP3 account like MSN Mail (adjust the entries for your specific
mail service):

Under User Information:
• In the Your Name field, type your name.
• In the E-Mail Address field, type your logon ID
(for example: ).
Under Server Information:
• In the Incoming mail server (POP3) field, type pop3.live.com.
• In the Outgoing mail server (SMTP) field, type smtp.live.com.
Under Logon Information:
• In the User Name field, type your logon ID
(for example:
).
• In the Password field, type the password you use with your Logon
ID. Check the Remember Password box to avoid having to log-in
To your server Mail each time you connect.
Press the More Settings … button. Select the Outgoing Server tab.

5. On the Outgoing Server tab, select the My outgoing server (SMTP)
requires authentication check box. Click the radio button for Use the
same settings as my incoming mail server.

Select the Advanced tab.

6. On the Advanced tab tab, type the following information, and then
click OK.
Under Incoming server (POP3):
• Select the This server requires an encrypted connection (SSL)
check box.
• In the Incoming Server (POP3) field, the port number 995 should
display. If not,
select the number and type 995.
• For Outgoing Server (SMTP): field, the port number 25 should
display. If not,
select the number and type 25 or 587.
• For Use the following type of encrypted connection, select Auto.
(Using the expected SSL setting doesn’t work.)
• Select the Leave a copy of messages on the server check box if you
want to see your messages when you use a web browser, your mobile phone, or
other e-mail programs. If you want to delete your messages from the mail
server after you read them, clear this check box.
• Select the Remove from server after check box and select a number
of days to keep mail on the server before it is automatically deleted.
• Select OK to return to the main Account Setup screen
7. Click Test Account Settings.
If the test is successful, click Next. If the test fails, check the values
you typed in step 4.
8. Click Finish.

ok here is my answer to this situation cause i just had the same issue and i
googled it and i was told to change my outgoing port from "25" to "80" keep
the authentication check on. and dont use any SSL option. so your outgoing
should be port 80 and incoming should be 110 . you can find these options in
the Advanced part of properties. let me know if that works....take care

I have never seen any SMTP server that accepts connections on port 80.
