Default mails in non-ansi code

dear experts,

I receive mail in Russian (cyrillic code) that sometimes are displayed
correctly, sometimes, however, simply as symbols, i.e.
æÃ*ä ê etc.
Does it depend on the settings in outlook at the sender or the receiver? And
on what?

Thank you
Martin

Can be both - sender's mistake or if a reader did not do the tune-up
for Cyrillic.

Please see Outlook Express tune-up page and MS Outlook tune-up page in
the section of my site called
"Cyrillic( Russian) in Browsers/Mail/News"
