It's unusual that the Outbox would clear on that error. OE should leave
any message in the Outbox if the SMTP mail server says that it did not
successfully send. It will try to send again next time. And continue
to try until it wither works, or you delete the message or you fix the
message.

When you select the Outbox, make sure that View, Current View is set to
Show all messages.
