Make sure that there are no blank paragraphs in the affected cell(s). To
show/hide paragraph marks as well as other nonprinting marks, use Ctrl+Shift+8.

In this example:

text here
second row of paragraph¶

the first two paragraphs are blank. You can select and delete such paragraphs.

Also, look for Spacing Before or After (in the Paragraph group of the Page
Layout tab). Make sure all paragraphs have zero Spacing Before and After or, if
they should have some spacing, make sure they have an equal amount of Spacing
Before and After.

Thanx Stefan,

There were no paragraph marks. I went to the para layout and saw there was
space after at 10 which I made 0.
