Default Forwarded Contacts

Outlook 2003
MS Exchange 2003
All internal users.

User A forwards a contact to User B. Upon receipt, the contact appears as a
contact card attachment.

User A forwards the same contact in the same way to User C and upon receipt,
contact appears as an attachment within a yellow envelope, not as a contact
card.

My question is, what needs to be corrected to have the contact show up as a
contact card for User C?

I'd just start with the basics:
1. Which format was chosen for forwarding?
2. Which message format was used?
3. Is recipient C running any AV scanning of Email?
4. Is recipient C set to receive in Plain Text only?
