Outlook start with Safe Mode

Default Outlook start with Safe Mode

We work with terminal server 2003 , office 2003 , suddenly one day when we
open the outlook we receive an error that last time the outlook did not close
properly and ask to open in Safe Mode.
We try to repair office ,reinstall all office in another folder.

Nothing change.

Please Help

What, Outlook still opens in Safe mode?
Safe mode is intended to be a "safe" operating mode where you can do simple
tasks and hopefully fix the issue with Outlook.
If outlook continues to not close properly then you need to look at why.
Try first disabling add-ins and add them back one at a time to see if you
can find the cause of the problem.

yes the problem did not solve. we also tried to disable the add-on

The outlook program closed without any problem .

Run the application here to check if the outlook process is actually
shutting down.
