I need to change my original JPEG image's from 96 dpi to at least 300 dpi in
order to send it via email to someone. I have Microsoft Office XP picture

You can't increase the dpi, only reduce.

Why can't you email it to them as 96?

You can increase the dpi to 300 with an image editor, BUT it will look like
crapola. If the original is something you can scan, rescan it at higher
res.

1. The dpi doesn't need to be changed to e-mail the image.
2. If you "adjust" the resolution to 300 dpi, you only change the
"reported size".
3. You might be able to "change that attribute" using Irfanview
program.(free download from the authors website, google for it)

DPI is an "arbitrary" designation. You can change it all over the place.
At worst you will just confuse some programs, at best you may get some
program to print or display an image at some "physical size". You
neither add or subtract content if you change it. You may be thinking of
the pixel dimensions of the image, in which case you would be cropping
or compressing, and data/information would be lost.
