Default Scrollbar Problem

Hi, I'm having the age-old problem of having a billion rows on my worksheet for some reason (44327 to be exact), when this particular sheet only uses 263 rows. I've searched for solutions and already tried both the manual and the macro solutions at www.contextures.com and niether are working. Any idea why / another solution? I've tried deleting the rows in every way I can think of... it's just not working.

the solutions describe in the website www.contextures.com
work. Have you saved directly after deleting the rows and closed the
Excel file?

Default Scrollbar Problem

It won't even let me delete the rows. It's giving me a "cannot shift objects off sheet" error.
