Default Office 2003 Default Setup Behaviour

How can I get office 2003 to install ALL applications even if they weren't
installed in the previouse version? For example I would like Office 2003 to
install Publisher on every machine but most machines do not have Publisher
with Office 2000.

I am using the resource kit to create the mst.

On page 7 of the CIW put a check in the box "Do Not
Migrate Previous Installation State"
