Sending Email in Japanese with Outlook Express?

Does anyone know how to write in Hiragana & Kanji using English version Outlook Express (Windows 98SE)? I can read email and websites in Japanese but cannot figure out how to write email in Japanese. I have downloaded and installed everything at Microsoft's website that has to do with language support and Japanese. Thanks in advance.
