ENTER''s function is to move the insertion point down one line and put it
where the next line of text would start. It's the way it's designed.
If you're trying to avoid the spacing of a new paragraph, try using
SHIFT-ENTER instead and see if that's what you're looking for.

Perhaps you need to be clearer in what you're doing and what you want to do.
