Default Margins not correct

When I opened up Word, the top and bottom margins were not at 1" apart from
the edge of the paper. Then, when I tried to change the margins in page
setup, it said that the margins were 1" from the top and bottom of the pages
when they were clearly not. Please help me correct this problem.

In Word, click on Tools | Options | View | check the "White space
between pages" box | OK.
