Default RUN SETUP TO INSTALL APPLICATION

what can i do when i have installed office 2003 but a message comes up and
tells me that the program has not been installed for current user please run
setup

Default Run Setup To Install Application.


I did all the steps as listed from help page on:
http://support.microsoft.com/kb/898512. Still powerpoint and access will
not launch. Followed last step of:
"If these steps do not resolve this issue, delete the Opa11.dat file or
the Data.dat file from the following folder, and then restart an Office
2003 program"
Still no luck. Please help. Thanks
