Default How do I make attachments show under the subject, as opposed to bo

When sending an email I am having my attachements show up in the body of the
email regardless of what method I enter them into the email. Copy -- Paste,
Click Drag -- Insert Attachment, regardless it goes into the subject area
(body) not under the subject bar. Any way to change that?

Where the attachment shows is based on the format of the mail item. They
show in the body in Rich Text Format items and in the header for Plain Text
& HTML mail items
