I finally found a way... I went to "Remove Programs" in Control Panel intending to yank & reinstall Outlook. But it wouldn't let me uninstall just one program, it wanted to uninstall Office in its entirety; which I didn't want to do. There was another option for "Repair", which I used. fyi I mentioned this to our IM guy at work. He was familiar with the problem, as the same thing happened to his network.
