Default Image repeats on another page in print preview mode

I inserted a graphic on page 21 of my Microsoft publisher publication. When
I look at my document in print preview the graphic also appears on page 5,
though it does not print on page 5 nor is it visible in normal view, just
print preview. I have tried deleting and recreating page 5 but the ghost
graphic reappears in print preview mode. The only way to get rid of it is to
delete the graphic on page 21. I have done this and then renamed the
graphic, re-insterted it in page 21 and, to my disappointmen, it has
reappeared on page 5 in print-preview mode. What is happening and how do I
cure it.
