Stop changes to outlook express toolbars

Default Stop changes to outlook express toolbars

My 86 year old father uses Outlook Express and he keeps accidentally closing
the folder view (clicking the X), or the contacts view, or turning off the
toolbar (right clicks and unchecks the toolbar option). He has mild
dementia, so asking him to stop clicking the X or clicking the check mark on
toolbar won't work.
Is there any way to lock these OE settings so that these changes to the
views or toolbars can't be made?
