"lock taskbar" does not keep taskbar locked. how do I fix it?

Default "lock taskbar" does not keep taskbar locked. how do I fix it?

someone changed a setting on my computer and now the bottom taskbar will not
stay "locked" inplace. I have right clicked and checked the "lock taskbar"
but that doesn't keep it locked. What I am missing?

It sounds as if someone has changed your group privileges on your computer or
applied a local policy to your user account which denies you access to change
certain things on your pc.
