"PhotoDraw has encountered a problem and needs to close"

I am running Office2000 Premium on an XP Professional machine. Most
components of Office(Access, Excel, Publisher, etc.) work just fine. I
recently installed PhotoDraw, which I had never used before, and it will not
run. Ever time I try to run it get the splash screen, then the message that
"PhotoDraw has encountered a problem and needs to close." When I uninstall,
Windows says PhotoDraw never properly installed. But when I install it the
installer says the installation was successful. I've done this about 5
times.
Is there any way to find out what is going on and how to correct it?????

PhotoDraw works on some Windows XP machines, but doesn't work on others.
PhotoDraw is a discontinued product, and Microsoft no longer supports
