Default Customizing and changing the default country in Contacts template?

When entering telephone or address information in Contacts in Outlook 2007,
the 'Country' field defaults to 'United States'. Can this default setting be
made a user option to customize and change to another country. For users
outside of the US, it is tedious to continually have to override it.

Outlook will use whatever you have set as the location for your operating
system.
