We have no idea to what you are referring, nor what it has to do with
Outlook Contacts.
If you are referring to Microsoft's Web interface to their public
newsgroups, stop using it immediately and learn how to use a good
newsreader. This is a public newsgroup. You should use newsgroups as
intended. You will never be notified of replies in newsgroups, even if
Microsoft pretends they can do it.

I'm referring to microsoft discussion groups / outlook contacts. I don't
receive emails even though it clearly says "notify me of replies".

Are you saying that they can't notify me of replies? They always have done
so. It's just with outlook contacts that I don't get notification.

The web interface has never worked well and never will.
As I said, you should get a good newsreader and learn to read newsgroups
they way they were designed.
