Default Deleting Items with Rules Wizard Leaves Mail Icon in System Tr

This has been "fixed" in 2003, which is unfortunate -- now I have no way of
knowing that I have received a new message when it is moved to one of many
folders unless I just happen to see it.

True statement.

How can I make Outlook remove the envelope icon when its
meant to? I am using Outlook 2000 SR-1.

Outlook displays the icon when a message arrives in the Inbox. It has no
way of knowing that subsequently a rule is going to move the message out of
the inbox.

Add the "display a Desktop Alert" action to your rule.
