Interline BETWEEN footnotes different from interline within footnotes

Default Interline BETWEEN footnotes different from interline within footnotes

I have to abide to the guidelines here below for footnote
formatting, but I don't manage to set the style to obtain
what I need. Could anybody help me, please?

The guidelines I have to follow a
1. Footnotes have interline 1 in the footnote body
2. Footnotes have interline 2 between a footnote and the
next footnote

I believe you are saying that footnotes are to be single-spaced with a
double space between footnotes. In Format | Style, select the Footnote Text
style and add 12 points Space After.
