Default Conver 98 file to 2000

Can someone please help urgently.
I need to open a 98(or could be 97, sender is not sure)
file in pub 2000 but saying it can't open previous version
files.
Please help!

i'm not but the person that sent the files to me has it
running.
I run Trend Micro officescan on the network.

A couple of things to try, double-click the file
or
right-click, properties, opens with...change, browse to Publisher 2000
