Is "ActionsNew Journal Entry" feature removed in Outlook 2007?

Default Is "ActionsNew Journal Entry" feature removed in Outlook 2007?

In Outlook 2003, from within a contact's window, there was a wonderful
feature I heavily used to keep a track of all my correspondences with my
contacts;
ActionsNew Journal Entry
This openned a journal entry window, with related contact automatically
filled in.
Is that feature removed in Outlook 2007?
And in Outlook 2010?

It's on the Ribbon in any of the Contact Folder views.
