Default Outlook &SafeMode

Outlook will not open. Wants to repair. does that just fine. Then
wont open again, wants to repair. Just a loop. What can I do next.

Tried to uninstall and did a fresh install and same effects.

Default Outlook &SafeMode

What exactly does it want to repair? What does the dialog box wants to
repair?
Does it work correctly in Outlook Safe Mode?

Start- Run; outlook.exe /safe
(note the space in the command)
