Default Hyperlinks in Excel

After creating an Hyperlink from one page to another in a
work book I get the following message :-
This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator.
in an error box.
I am running indows XP, preloaded when the computer was
purchased.
Presumably an XP option must be changed.
Please help with required steps.

I have not met this problem myself.
I found the following article on the MS KnowledgeBase which refers to
Outlook 2002, not Excel, but it MIGHT help to resolve the problem.
