Default horizontal to vertical

Is there a methodology that can be used to turn horizontal
records into vertical fields (given the circumstances
below)?

I am working with two access data bases. My database
(called ONE) feeds information to the other (called TWO).
The databases were designed separately many years ago to
perform two different functions.

The most obvious difference between the databases is that
database ONE holds table data in horizontal records while
database TWO holds the same or similar table data in
vertical fields.

Another difference between the databases is the way in
which keys are used and designed: database ONE generally
uses a single field key while database TWO uses multi-
field keys of up to four fields (possibly as an
accommodation of using vertical fields?).
