Default Email Merge creates an Attachment

I'm trying to create a newsletter that will be visible in the body of an
email. I've created the newsletter, performed the email merge, everything
looks fine in the email preview. But when I execute the email merge the
newsletter gets sent/attached to the email as an attachment (jpg file)
instead of being visible in the email's body. Help please!

I'm using Outllook and Publisher 2007. The contacts for the mail merge are
coming directly from Outlook's Contact.
