Default Print Not Matching Editing View

When I created a larger drawing page (22.4" x 13.6") and reduce to 60% to
print on legal size paper, I had to move objects into the Pasteboard area in
order to get the centered for Print Preview and Print. What might I have
done wrong, and is there a way to correct it? Using Visio 2003 Professional.
