Default Converting Trial Version of Office 2007 Small Business

I have a friend who bought a new computer with a trial version of Office
2007 installed. He purchased a Software Key from MS to convert the Trial
version to a Permanent version. Each time he tries to convert he gets an
error message which tells him to delete all cookies before proceeding with
installation. He did this, several times, and the same error message
continues to come up when he tries to convert and does not permit further
operations. Anyone have a suggestions on what may be happening here.
