Default What does this formula mean [$-F400]h:mm:ssAM/PM

What does this formula mean [$-F400]h:mm:ssAM/PM

I am using Excel 2007. I have a spreadsheet I'm trying to understand and
when I custom format on a time value in the spreadsheet the above formula
shows

Glenn,

This is what's called setting the Locale or region format for the time.

Select a cell, right click and format and you will see a dropdown on the
right containing various regions. Select one of these and the regional
convention for the date is applied to the cell

$-F400 is UK, it may be others i'm not sure
