I could not see the "Send this Page as Message and E-Mail preview"

I checked to see that Outlook 2003 had the option to make outlook my default
program (under tools, option, other, general). The box was checked but I
still did not see those options under the File menu.

Do a Detect and Repair of Office and it should appear so long as you are
using Publisher 2002/2003.
