how do I change the default location for saving attachments from within
Outlook? current default save file structure is \\documents and settings\...\...\local settings\temporary internet files\content\outlook\OAF1W0KQ

That weird location is where it would save from the application (word, excel,
whatever) when you have the attachment open, as suggested, save first, then open it.
