Default how do i create a scroll option presenting a changeable figure?

I gained a recent document from a client who showed a changable figue within
a scroll bar. the way it works is that the scroll bar represents 100% of this
figure and whilst scrolling side to side, the percentage of the figure
changes!
this was all in excel, is there a simple way of creating this scroll bar?

Go View: Forms Tools and the pick the spinner. Right click on the spinner to
set the parameters
