Is there a converter for Publisher 2007 so that it can be opened in Publisher
2000 or earlier versions?

No need. For 2000, just do a Save As, then choose Save As Type:
Publisher 2000.

Be aware that when you save it as a Pub 2000 format, it's going to grow in
file size.
