Default change page size - scale page to new size

trying to learn how publisher works ...

I have the business hours sign. It prints on 8 x 11 paper. I want to change
to 13 inch wide paper ( epson r1900 printer ) and have the sign scale up to
fill the increased page size.

Can I do that with publisher?

The reason I asked is because you are probably changing the proportions of
the content.

Ideally you should design your publication to the size you intend to print
but it seems you're beyond that bit of advice. You can do a couple of
things. You could group everything, then stretch the group to fit. Depending
on what setting you have on text boxes, it ight not be so pretty. What I
would do is to create a .pdf of the file as it is, then print that file on
whatever size paper I need and change my printer settings to the "new" size
paper and allow it to scale it up to suit.
