Default Outlook is not displaying all recipients of a message (2000 & 2002)

A recent upgrade on our part to a Windows 2003 based system running Exchange 2003 has prompted Outlook to only display the user viewing the message as the recipient, even if the message was sent to multiple people. This has caused some reply confusion as users forward or reply to mail that other people have already gotten.

I've verified that these were not sent as BCC's, and I don't see any obvious settings in either Exchange or Outlook that would control this particular selective e-mail recipient address display. Any ideas?
