Default Page borders in Visio template

I have created a template which includes a custom shape stencil in Visio 2007

What I would like to do is have a specific border automatically appear when
a user selects Insert Page. This is so the presentation stays the same
throughout the document (especially the title of the page).

I've created a border using drawing shapes and protected them from editing,
movement etc. Now I want this to appear on every page when the user selects
Insert New Page.

I've seen this done but can't figure it out - and I've been googling &
reading my Visio 07 manual.

Your help is most appreciated.

Default Page borders in Visio template

If you have your border on the background page of the active page, then
Visio automatically Inserts a new page with the same background.
So, your template should contain one foreground page and one background page
with your border on it, which is the background of the foreground page.
