Default Lost Arrow key navigation

I used to be able to navigate from cell to cell in a worksheet using the up,
down, left, right arrow keys. I'm not sure how I changed it, but now when I
hit these keys the entire worksheet moves in the direction of the key I press
one cell at a time.

How can I restore the original functionality?

When competing hypotheses are otherwise equal, adopt the hypothesis that
introduces the fewest assumptions while still sufficiently answering the
question.
