Default OUTLOOK EXPRESS

Is there any way of preventing Outlook Express dial up panel from frequently
reappearing when using other applications (WP, Excel etc) and blocking all
further work until cancelled?

Right click on the Internet Explorer icon on your desktop and choose
Properties/Connections tab and tick/check Never Dial a Connection.

Default OUTLOOK EXPRESS

That's happening because several things:

1) You have Outlook Express open
2) You have set Tools, Options, General, Check for new messages every xx
minutes
3) You do not currently have an open connection to the Internet
4) In Tools, Accounts, Mail, Properties, Connection you have told OE to
always connect using a dial up connection
5) OE is not set to Work Offline (file menu)

Eliminate one or more of those to eliminate your problem
