Default self-building dropdown list

would like to have a sheet where one of the columns has
cells which are a self-building list. I understand the
need to have any formula or validation copied into the
new line that is entered (which would be the one that
needs the previous entries' listings in its list). I
will accomplish this by requiring that any new line entry
be made with a macro to copy over the formatting and all
of the previous line. Need the logic of how to get this
self-building list to work. I was thinking of it in
validation dropdown terms, but 1) don't know how to do it
that way, and 2) thought there may be some other way of
which I am unaware. Would obviously like the list to
only list entries once.
