There are toolbar fixes for earlier Publisher versions.

Is Ctrl+G working? Or F5? Ctrl+page down or Ctrl+page up?
I can move the picture/arrange menus to the same area the page sorter resides,

Ooops! I'm sorry. It's Microsoft Word that I can't find how to delete a page.
