Customizing "Get Started" tab

Default Customizing "Get Started" tab

I'd like to replace the web link to the command reference flash with a local
link so users don't need Internet access to see the video. We're also
thinking of pointing them to some company-specific help from that tab too.

How can I do that?

Default Customizing "Get Started" tab

You can't easily. The tab is not built into Office, so it is out of the
reach of the usual customization technique and Microsoft didn't publish
anything that allows you to get to it.
Your best bet is to recreate the tab using RibbonX.
